The Board of Directors at Private and Public Partnerships (PPBI) mourns the loss of our Friend, Board of Advisor and a key contributor to the Emergency Planning and Response and Business Continuity community, Dr. Thomas D. Phelan.

Dr. Tom was a founding Member of the U.S. Department of Homeland Security and was awarded the New York State Senate Liberty Award for his service at Ground Zero and many other humanitarian efforts. As well as, a recipient of the Private and Public Partnership Best Practice Award for his work in Sri Lanka.

Dr. Tom will be remembered for his insight, collaboration, instructor and exercise designer, and leadership in Private and Public Partnerships. His talents, sense of humor, and a history of giving back to the industry are a true reflection of the man. Godspeed, Dr. Tom and our condolences to his wife Catherine and family.
